Parking Fines

All fines should be paid within 5 days at one of our drop boxes, or online.
Boxes are located at:

  • City Hall, front of the building
  • City Hall, side of the building
  • City Hall, in the entrance way M-F, 8:30 to 4:30 (closed 12-1)
  • Downtown, in front of Shang Hai Chinese Restaurant
  • Downtown, in front of Odd Fellas Restaurant

Lock Haven assess the following fines for violations for parking:

  • On Street Meter $5 ($7 after 5 days)
  • Off Street Meter $3 ($5 after 5 days)
  • Fire Hydrant $15 ($20 after 5 days)
  • No Parking Zone $15 ($20 after 5 days)
  • Against Traffic $15 ($20 after 5 days)
  • In Front of Driveway $15 ($20 after 5 days)
  • Within 20 Feet of Crosswalk $15 ($20 after 5 days)
  • Double Parking $15 ($20 after 5 days)
  • More Than 12″ from Curb Line $10 ($15 after 5 days)
  • On or Blocking Sidewalk $15 ($20 after 5 days)
  • Not Within Space $15 ($20 after 5 days)
  • Disability (“Handicapped”) Zone $50 ($60 after 5 days)
  • No Parking Zone 12:30AM-7:30AM $15 ($20 after 5 days)

On the fifteenth day after the ticket has been issued, the ticket will be forwarded to the office of the district judge for prosecution.  Tickets forwarded to the district judge are subject to additional fines, fees and penalties as prescribed by law.

Parking Permits

The City of Lock Haven will not be enforcing meter fees in off-street parking lots until May 3, 2020 to accommodate downtown visitors and residents during the COVID-19 state of emergency.  On-street meter parking and “street sweeper” restrictions remain in place and will be enforced.

Due to the closure of City Hall, monthly lot parking permit fees will be waived through April 30, 2020.  However, permit holders must display their expired permit and continue to park in the appropriate area in their assigned lot.

Monthly parking permits are available in the following City parking lots:

  • Lot 1:  E Church & Grove
  • Lot 2:  E Church & Mill
  • Lot 3:  E Water
  • Lot 4:  City Hall
  • Lot 5:  N Vesper at Levee

8 Hour Parking Permits:  $24 per month.  Permit holder must display permit and may park at any metered space in the lot for which they have purchased a permit.

24 Hour Parking Permits:  $30 per month.  Permit holder must display permit and must park in the designated “Permit Only” section of the lot in which they have purchased a permit.

If you work more than 24 hours per week in the downtown between 9AM and 5PM, Monday through Saturday, it will be more cost effective for you to purchase a monthly parking permit than to pay by the hour for parking.
